This image has been shamelessly stolen from Ha'Aretz. The rather strange caption reads:
British and EU diplomats laying a wreath Tuesday at the site of the deadly suicide bombing in Netanya the day before. (Mati Milstein)
Since when is Britain not in the EU? Does Israel mentally think of the UK as something not of Europe?

The travel agents here on the west coast have ads that read "EUROPE BRITAIN ASIA" on their banners outside. So it's a common practice in certain places to think like this me thinks.
La Manche syndrome I suppose.
Yes that is an issue (and a very interesting one at that). In this particular instance though it doesn't have to mean that. The EU is made up of sovereign states and there is nothing inherently contradictory about representatives of individual states and representatives of the EU attending the same function.
Just because Britain is in Europe (the continent) doesnt mean that they are part of the EU (which is an organization made up of countries in Europe, but not all of Europe).
Even more pedantically, the islands of Great Britain, Northern Ireland, Man, Jersey, Gurnsey, Shetlands, Orkneys (that's enough islands, ed) are not part of the landmass known as the continent of Europe...
Or Rockall....
Oh dear I have just been taken to task by D O'Spart for not referring to the island of Ireland as Ireland and reigniting the festering sores only just beginning to heal...(that's enough bad Eye parody). Sorry, sorry, sorry...
If is is "shameless" to steal an image, then why have you done so?
And furthermore, what is the problem with the "rather strange" photo caption ("British and EU diplomats laying a wreath Tuesday at the site of the deadly suicide bombing in Netanya the day before")?
The individual in the centre is British Ambassador to Israel Simon McDonald and the two men on either side of him are EU representatives.
What is the problem?
